Calleguas Municipal Water District August Board Meeting Highlights

1. Call To Order, Pledge Of Allegiance, And Roll Call – The meeting was called to order by Andy Waters, vice‐president of the Board, at 5:00 p.m. President Scott Quady was absent.

4. Consent Calendar
     A. Approve the minutes of the July 19, 2023, regular board meeting
     B. Receive and affirm the payment register for the district’s activities from June 23,
2023 to July 24, 2023

     A. General Manager and Staff Reports
        1. Monthly status report
        2. Fiscal year 2022‐2023 water use efficiency program summary – Jennifer Lancaster, principal resource specialist
        3. Draft 2023 strategic plan – Ian Prichard, associate general manager – strategic policy implementation; Kristine McCaffrey, deputy general manager; Dan Drugan, manager of water resources and public affairs; and Tony Goff, general manager

     B. GENERAL COUNSEL REPORT
        1. Legal Counsel noted that the Legal Summary had been distributed to the Board.
     C. BOARD OF DIRECTORS REPORTS
        1. Reports on ancillary duties are placed on the agenda to provide a forum for discussion concerning the activities of external entities to which Calleguas Board members are assigned in a representative capacity.
           a. ACWA Region 8 Director – No report
           b. ACWA Joint Powers Insurance Authority Representative – No report
           c. Association of Water Agencies of Ventura County Representative
Director Avila stated that there was a Reagan Library Event Planning Committee meeting. The committee is in the process of securing a speaker for the AWA 28th Annual Member and Policymaker Reception to be held on September 14.
           d. Report of Fox Canyon Groundwater Management Agency Representative
Director Avila said that, on July 26, the FCGMA Board of Directors received updates on the City of Oxnard Groundwater Recovery Enhancement and Treatment Program and the groundwater adjudications in the Las Posas Valley Basin and the Oxnard and Pleasant Valley Basins.

           e. Metropolitan Water District Director McMillan said she attended a meeting in Sacramento with five Bay Delta County Supervisors to discuss Northern/Southern California relationships. She said it was a very productive meeting. She also informed the Board that a Metropolitan survey indicates that the public prefers the term “Water Conservation” over the term “Water Use Efficiency.” Director McMillan referenced her written report on the Metropolitan meetings she attended from June 22 to July 05.

           f. Ventura LAFCo Commissioner – No report
           g. Ventura County Regional Energy Alliance Representative – No report
           h. Ventura County Special Districts Association Representative Director Robert said he attended the Ventura County Special Districts Association Meeting on August 1. The presenter was Kai Luoma from LAFCo. Kai gave a presentation on the history of
LAFCos.
        2. Directors’ List of Administrative Code Reimbursable Meetings Other than Ancillary Duties Reimbursable meetings reports are placed on the agenda to comply with statutory and Calleguas Administrative Code requirements for members of a legislative body who attend a meeting at the expense of the local agency to provide a report of the meeting. Board members provided reports on various meetings that they
attended, which are subject to the District reimbursement policy.
