CVUSD June 7 and 21 Board Meeting Highlights

  • During closed session, the board approved disciplinary action against an employee; approved a settlement agreement; and discussed litigation re: Carden Westlake Village, Inc.
  • Measure I Oversight Committee Chair Andrew Pletcher listed how the $197 million bond has been spent to date on technology, such as computers and software, and campus upgrades, such as the installation of security cameras and doors, a digital marquee at Thousand Oaks High School, and the redesign of restrooms at all high schools to be all-access, shared by both boys and girls. (See image.) The final bond issuance will be in 2024.
  • Budget / LCAP Committee reported the results of the Committee’s ESSER III survey of committee members, which yielded 17 respondents.
    • Board learned bathroom safety was a top concern for students. Many felt unsafe using bathrooms at school. Many left campus to use bathrooms at home or elsewhere.
    • Committee chair Allice Chou shared that not all administrative members participated in meetings, nor did they follow up with the committee for information missed.
    • Board expressed concern that the committee and survey method may not have yielded accurate results.
  • Board approved the new High School core literature title – The Distance Between Us, despite the teacher noting in the required paperwork, “Brief incidents of physical abuse are found in parts of the text although none are especially graphic. The most descriptive scene takes place on pg. 291, where Reyna writes, ‘My father slammed me against the kitchen wall and began to beat me with his fists…’” Also noted, “There is one brief sexual encounter in the novel where Reyna writes about losing her virginity the summer after graduating from high school out of fear of losing her boyfriend.
  • 2023/2024 Assistant Superintendent Kenny Loo submitted the following data as part of the Local Control and Accountability Plan (LCAP), Inclusive of the Budget Overview:

  • Board promoted and approved a 3-year contract for Shauna Ashmore as assistant superintendent, human resources with the following details:
    • $209,028.00 initial base salary
    • 220 work days/year
    • 12 sick days/year
    • Health & insurance benefits
    • Additional annual district management personnel salary increases
    • Additional annual longevity pay
    • Additional annual advanced degree pay
    • Annual $900 premium paid for disability insurance
    • Paid annual membership in the Association of California School Administrators
  • 2023-2024 Budget – See CVUSD Board Acknowledges ‘Fiscal Cliff’
    • Hayek summarized the path ahead for the district as a “fiscal cliff.”2023-24 estimated General Fund Revenues: $239,830,4042023-24 estimated General Fund Expenditures: $247,137,739Enrollment has declined since Covid, from 17,118 to a projected 14,481 for 2024. Districts receive the most funding for TK (Transitional Kindergarten) students. The next-highest-funded group is high school students.
    • COVID stimulus funds will soon be exhausted.
  • Board approved a resolution reasserting their right to raise the pay of non-represented employees, such as confidential, supervisory or management employees.
  • Board updated grade evaluation regulations, stating, “The CVUSD Board of Education encourages teacher innovation and flexibility within Administrative Regulation 5121 ‘Grades/Evaluation of Student Achievement’ in the pursuit of assessment practices which are accurate, free from bias, and motivational.
  • Board approved a $387,080 five-year contract with Active Internet Technologies d/b/a Finalsite for a mass notification system and mobile communication application integration services (previously Blackbaud).
